Bi-National Agreements
Why apply: Efficient method of convincing potential partner abroad to develop a joint technological product or alternatively, a method of financing a part of an existing joint project
Grants to Israeli organizations: Approximately 180 million NIS per year
Application success rate: 70%
Grant size: Between 500,000 NIS and 4 million NIS ($125K-$1M) annually
Grant rate: 30%-50% of approved budget
Submission Date: Changes according to type of fund, varies between two submission dates per year and unlimited submissions
Good to know: In cases of existing joint R&D, it is advisable to pursue a Bi-National Fund rather than the Chief Scientist grant.
The state of Israel has over 50 R&D collaboration agreements with various countries. These agreements have produced frameworks designed to encourage companies to cooperate in there respective R&D efforts. once a company has applied in one of these frameworks it is subject to a standard OCS inspection which approves both the cooperation and the R&D project. due to the governments interest to support economic relations through these frameworks, grants are generally more easily approved and the recipients are allowed to manufacture abroad with less restrains.
In addition, there are five funds which support bilateral cooperation and operate autonomously due to Israel trade agreements. Each of these funds operate under there own regulations and are not subject to Israeli R&D laws. These funds are:
