Every fund providing R&D grants has an ideal template for the project it would like to finance – a technological breakthrough with minimum risk in development and commercialization. The fund's award committee rates grant applications on the basis of their proximity to this template. The higher the proposal is rated, the higher the chances of appoval and the larger the grant it can expect to receive.
In reality, matching this ideal template is quite tricky: When the development is truly innovative, it tends to carry a strong element of uncertainty, making it difficult for the project to meet all of the fund’s requirements for minimum development and commercialization risk (comprehensive proof of feasibility, detailed development plan and clear definitions of the final product, the business model, the market, and the means of commercialization). On the other hand, projects with lower development and commercialization risk may appear as lacking in innovation.
